Klaus Berger studied law in Constance and Freiburg, specializing in European and International Economic Law. Parallel to his legal clerkship at the Freiburg Regional Court, he completed a Master of Laws (LL.M.) degree with a thesis in International Tax Law.
Klaus Berger began his legal career in 2011 in a national commercial law firm, focusing on civil and civil procedure law. From 2013 until he joined avocado rechtsanwälte in the spring of 2025, he worked for a law firm specializing in advising public authorities and municipal companies, particularly in energy law.

Klaus Berger has been deeply involved in concession award procedures and utility franchise law for electricity and natural gas distribution networks for many years, representing either the awarding municipality or the applicant side. He has extensive experience with a wide range of procedural constellations in various federal states and is familiar with the intricacies of the respective relevant case law, as well as the opinions of the respective State Cartel Authorities and the Federal Cartel Office.
In addition to his advisory services on concession award procedures and the drafting and negotiation of easements and wayleave agreements in the electricity, natural gas (including liquefied gas), water, and district heating sectors, Klaus Berger represents municipalities and utility companies before Civil Courts and regulatory and antitrust authorities.
Klaus Berger regularly lectures and conducts workshops on energy law topics, particularly on the law of energy concession awarding, for various audiences, including utility companies, municipal representatives, and government authorities.
